Pool Removal on the Central Coast
Removing an in-ground pool on the Central Coast needs approval, either a complying development certificate under the Demolition Code or a development application, because an in-ground pool isn't exempt development. Under the certificate, the pool's site has to be restored to the level of the ground around it, with any fill limited to virgin excavated natural material, compacted to AS 3798 and placed only after piping is removed.

What pool removal on the Central Coast actually involves
The Demolition Code allows a pool to be wholly or partly removed, and in a heritage conservation area the restored site has to become a landscaped area. Virgin excavated natural material is natural clay, gravel, sand, soil or rock from ground not contaminated with manufactured chemicals or process residues from industrial, commercial, mining or agricultural activity, so builders' rubble can't go back into the hole.

Services, water and the ground
SafeWork NSW's demolition code names locating and disconnecting essential services as one of the most important parts of planning a demolition, with the utility told in advance, and a pool's power and any gas heater are among them. Pumping groundwater out of the hole can matter as well: on Council's acid sulfate soils map, works that lower the watertable past a class's trigger depth need consent, so ask the provider whether the job will need dewatering.
Under a complying development certificate, neighbours within 20 metres get at least 2 days' written notice before work starts, and demolition may only be carried out between 7am and 5pm, Monday to Saturday. The broken shell is waste: Council's facilities charge less a tonne for bricks, tiles, pavers and concrete kept clean than for mixed building and demolition waste, so how the rubble is separated changes what tipping costs.

Pool Removal on the Central Coast — common questions
Do you need council approval to remove a pool in NSW?
On the Central Coast, yes. An in-ground pool isn't exempt development, so removing one needs a complying development certificate under the Demolition Code or a development application to Council.
Can the pool be left in the ground and filled in?
The Demolition Code allows a pool to be wholly or partly removed, with the site restored to the surrounding ground level, the fill limited to compacted virgin natural material and the piping taken out first. How much of the shell can stay is an engineering question for the particular job, not one this site can answer.
How much does pool removal cost?
No government or professional body publishes a price for it, and this site doesn't set one. Council's tipping fees for concrete and for mixed demolition waste are on the costs page.
