On Avoca Beach's ocean front, Council's coastal frontage map shades lots along the Avoca Drive beachfront, beside the lagoon entrance at Ficus Avenue and near the southern headland, so a knock-down there starts with Council's coastal controls. For an existing building in a coastal hazard area, Council permits redevelopment only where the foundation design is shown to withstand coastal processes and a coastal and structural engineer certifies it.

House Demolition around Avoca Beach
For lots beside the Avoca Lagoon entrance, Council's coastal chapter takes its inundation information from the Avoca Beach Storm Wave Inundation Study, and on a lot in a wave inundation area, the floor of a new building needs 0.5 metres of freeboard above the 1% annual exceedance probability maximum wave inundation level. Council's 2008 lagoon flood study described properties on the southern side of the entrance, in Ficus Avenue and Avoca Drive, as susceptible to inundation by wave action during ocean storms.
The rest of the chapter's rebuilding requirements apply here too. New work goes landward of the coastal building line, with a coastal engineering report and a geotechnical report on the foundations, and a positive covenant or similar dealing on the title is generally required. Because complying development is generally not available in the coastal vulnerability area, a demolition that leads to a rebuild is planned around a development application.
Permits and Central Coast Council rules
Where lagoon-side land is flood-affected, Council's flood controls come into a rebuild too. For the former Gosford area, those controls put habitable floors above the flood planning level for all new structures, and say slab-on-ground construction is generally not considered appropriate on a floodplain, which shapes the replacement house before the old one comes down. Whether your lot is mapped for either hazard is a question for Council.
